I don’t have a 1300PL but I’d put this together if I had a roll cage or chassis to build:

I can’t officially recommend that people use skateboard wheels to create a 4th axis, but I thought this video was entertaining to watch

“Officially”…of course…might look at upgrading to something more stout from the oh so handy McMaster catalog that is connected to Fusion360.
Is there an official Tormach 4th axis how-to or demo video for the 1300PL to link to here for reference?
Unfortunately, we do not have a Tormach brand rotary axis or instructional DIY video that is available for the 1300PL. But that doesn’t mean you can’t build your own.
